Many people in Australia think like this:

When someone sees a stranger, it is good if this person says something like “I feel something good towards you” to this stranger.

Note

It is possible to say something 'not with words' for example, just by smiling at the person.

"Two people are in an elevator. It is good if the second person smiles and says 'hi' when they get into the elevator."

"When you are going for a walk, and you pass some people, it can be good to say 'good morning' to these people."
