Someone (e.g. Jude) said something to someone else (e.g. Finn) at that time. Jude wanted something to happen because of it.
Jude said something like this “I want you to do this. I want you to know it.”
Jude said it like someone can say something like this to someone else when they think like this: I know that after I say this, this person will do it because of this.
