Someone (e.g. Ruth) said something very bad about someone else (e.g. Tiffany) to Tiffany at that time. Ruth wanted something to happen because of it.
Ruth said it like someone can say this about someone else when they think like this: I want this person to feel something very bad because I say this.
It is bad if someone say something like this to someone else in this way.
"Many children insult each other by calling each other names, and saying rude things about their mothers."
"The father who lunged at a 14-year-old boy and choked him has revealed the insult which made him snap and attack the teenager."
