apologise
verb: someone does something (see more)
Someone (e.g.Justine) says to someone else (e.g. Tony) now 'I feel something bad now because I think like this: I did something before, you can feel something bad because of it.'

Note
'I'm sorry' is a common phrase to express the same meaning."Tim, apologise to your sister now. You know you shouldn't hit her.' 'I'm sorry. I didn't mean to hurt you."
"I apologise unreservedly...I am extremely sorry and I really, really regret it. It’s a decision that will stick with me for the rest of my life."
